Standards
Verification Standards
The Skincare Bureau™ establishes a documentation-based standard for verifying ingredient claims used in skincare products.
All claims must be supported by documentation that aligns with the ingredient and how it is represented.
If a claim cannot be supported, it cannot be verified.
Ingredient Integrity
Claims used to describe ingredients must accurately reflect sourcing and processing methods.
Traceability
Ingredient claims must be supported by documentation that traces the ingredient through the supply chain.
Responsible Communication
Marketing language must remain consistent with available documentation.
Ingredient Alignment
Ingredients must meet The Skincare Bureau™ ingredient eligibility standards and documentation requirements.
Documentation Verification
Claims must be supported by verifiable supplier documentation, including certifications and processing records.
Ongoing Compliance
Verified claims require ongoing documentation and are subject to periodic review.
Verification Requirements
To complete verification, brands must submit documentation supporting their ingredient claims, including:
Full ingredient lists (INCI), and marketing claims.
Ingredient sourcing and origin details for any ingredients associated with claims
Documentation supporting any marketing or ingredient claims
Supplier documentation, including Certificates of Analysis (COAs) when applicable.
Product labeling and packaging for review
Additional supporting materials as requested based on product type or claim complexity
You Claim It. Now You Can Verify It.
The Skincare Bureau™ brings structure to a space where claims are often unverified—establishing a clear framework for ingredient transparency, accountability, and trust.
All ingredient claims must be supported by documentation.

For Consumers
-
Ingredient claims often lack clear, consistent definitions

Transparency around how claims are verified remains limited
-
Labels provide limited insight into sourcing or quality

Consumers are left to make decisions without substantiated information
For Brands
-

-
What is reviewed—and how it is evaluated—is not always clearly defined
-
Visibility is often driven by marketing—not documented integrity
-
Brands doing the right thing have limited ways to demonstrate it
Industry Standards
-
Skincare remains loosely regulated at the ingredient level
-
Many claims go unchecked or undocumented
-
Sourcing transparency requirements are minimal
-
Consistency in ingredient claim validation remains limited across the industry
