Standards

Verification Standards

The Skincare Bureau™ establishes a documentation-based standard for verifying ingredient claims used in skincare products.

All claims must be supported by documentation that aligns with the ingredient and how it is represented.

If a claim cannot be supported, it cannot be verified.

Ingredient Integrity

Claims used to describe ingredients must accurately reflect sourcing and processing methods.

Traceability

Ingredient claims must be supported by documentation that traces the ingredient through the supply chain.

Responsible Communication

Marketing language must remain consistent with available documentation.

Ingredient Alignment

Ingredients must meet The Skincare Bureau™ ingredient eligibility standards and documentation requirements.

Documentation Verification

Claims must be supported by verifiable supplier documentation, including certifications and processing records.

Ongoing Compliance

Verified claims require ongoing documentation and are subject to periodic review.

Verification Requirements

To complete verification, brands must submit documentation supporting their ingredient claims, including:

Full ingredient lists (INCI), and marketing claims.

Ingredient sourcing and origin details for any ingredients associated with claims

Documentation supporting any marketing or ingredient claims

Supplier documentation, including Certificates of Analysis (COAs) when applicable.

Product labeling and packaging for review

Additional supporting materials as requested based on product type or claim complexity

You Claim It. Now You Can Verify It.

The Skincare Bureau™ brings structure to a space where claims are often unverified—establishing a clear framework for ingredient transparency, accountability, and trust.

All ingredient claims must be supported by documentation.
This may include, but is not limited to:

  • Brands doing the right thing have limited ways to demonstrate it

Industry Standards

  • Skincare remains loosely regulated at the ingredient level

  • Many claims go unchecked or undocumented
