Terms & Conditions

These Terms & Conditions govern the use of The Skincare Bureau® website and participation in the TSB Verified™ program.

By submitting an application, uploading documentation, paying a fee, or participating in the program, you agree to these Terms and all policies referenced within them.  Effective 7/16/2026

About the Program

The Skincare Bureau independently reviews documentation supporting eligible skincare ingredient claims.

 

Verification applies only to the specific product and claims reviewed. It does not constitute product approval, safety certification, efficacy testing, regulatory approval, or endorsement.

Applicant Eligibility

Applicants must be at least 18 years old and legally authorized to represent the applying brand.

 

The Skincare Bureau reserves the right to determine whether a brand, product, or claim is eligible for application, review, verification, or licensing.

Accurate Information

Applicants are responsible for providing accurate, complete, and current information, including:

  • Product information and full ingredient lists

  • Ingredient claims used in labeling and marketing

  • Supporting supplier and manufacturing records

  • Certifications and attestations

  • Current product labels, website content, and marketing materials

 

Applicants must have the right to submit all information and documents provided for review.

Supporting Documentation

Each eligible ingredient claim must be supported by documentation appropriate to the claim.

 

The Skincare Bureau may request additional records, clarification, corrected information, or revised claim language during the review. If sufficient documentation cannot be provided, the claim may need to be revised or removed.

Verification Review

Verification determinations are based on the documentation submitted and the applicable TSB standards in effect at the time of review.

Payment does not guarantee verification. A claim is verified only when The Skincare Bureau provides written confirmation.

The Skincare Bureau may rely on supplier, certifier, laboratory, manufacturer, or applicant records and does not independently test or authenticate every document unless expressly stated.

Fees & Refunds

Yearly licensing fees are separate and apply only after a product is approved to use the TSB Verified™ mark.

Verification fees are non-refundable once review has begun, including when:

  • Documentation is incomplete or insufficient

  • A claim does not meet applicable standards

  • The applicant withdraws the product

  • Requested information is not provided

  • Verification is not granted

 

Fees are paid for the review service and do not guarantee approval.

Scope of Approval

Verification applies only to:

  • The approved product

  • The eligible claims reviewed

  • The claim wording presented for review

  • The formula, suppliers, and documentation submitted

 

Verification may not be transferred to another product, formula, brand, or owner without written authorization.

Public Verification Record

Approved and licensed products may receive a public verification record identifying the brand, product, verified claims, verification date, and current status.

Confidential formulas, supplier records, and proprietary documents will not be made public unless disclosure is authorized or legally required.

Confidentiality

Submitted product information and supporting documentation are handled according to The Skincare Bureau’s confidentiality agreement and Privacy Policy.

 

Information is used for verification and program administration. Only approved information included in the public verification record will ordinarily be made public.

No Professional Advice

The Skincare Bureau does not provide legal, medical, regulatory, formulation, safety, or scientific advice.

Brands should consult qualified professionals regarding their own products, labeling, marketing, and regulatory obligations.

Brand Responsibilty

The applicant is responsible for the accuracy, legality, ownership, and use of all products, claims, information, and documentation submitted.

 

The applicant agrees to hold The Skincare Bureau harmless from third-party claims arising from the applicant’s product, labeling, advertising, inaccurate submissions, regulatory violations, or unauthorized use of the TSB Verified™ mark, to the extent permitted by law.

Changes to These Terms

The Skincare Bureau reserves the right to update these Terms, program requirements, standards, fees, and related policies as the program evolves.

 

Material changes will be posted with an updated effective date. Continued use of the website or participation in the program after an update constitutes acceptance of the revised Terms.

Limitation of Liability

The Skincare Bureau will not be liable for indirect, incidental, special, consequential, or punitive damages arising from participation in the program, a verification determination, use or loss of the mark, or reliance on website content.
